Student flat Rent Tarbes

Advise please: I have 100meter flat in the centre if Tarbes. My idea is to turn it into 4 double bedrooms and rent each room out. The rooms would be available for students or tourists. They would share kitchen and bathroom. I am buying another house in Tarbes. As it is France, is what I am thinking of possible and are there limitations?

Usually students like to to rent big flats and then share them, rather than rent a cubicle with a shared bathroom. Just my 2 cents!
