…health and safety plus insurance …I haven’t got global stats, but guess billions have neither one. Even in top wealth countries.
USA dumps those who cannot afford vital care, old folk, chronic deseases etc, at the nearest bus stop. (Sometimes, not always. Kindness is rampant in USA, as well as appalling worship of frocks/fashion/gold toilets).
