CPAM and Residency

My family have lived in france for the past 35 years. I have had homes in France on and off for the same amount of time. My husband and I have bought and moved to france at the end of last year. We, and all our children have our Titre de Sejour and Carte Vital using the method above. My sister has taken French Citizenship; my parents are resident under WARP and have all their documents. My brother in Law is French.

For heavens sakes chris. You need healthcare before you apply post WARP. She has an S1 and is applying under the WA. There is nothing on the Ameli site that contradicts what I have said. I am not sure what you are trying to prove? ā€˜ā€™ entitlements will be maintained for UK pensioners residing in France as well as for French cross-border workers working in the United Kingdom , provided that their cross-border mobility circumstances date back to before December 31, 2020, and continue after that date. This means that UK pensioners will continue to draw their UK retirement pension in France and their health care expenses will be covered with no change by the French scheme on behalf of the United Kingdom. French cross-border workers will continue to belong to the UK social security system.’’

Yes, I 100% agree with you that it is complete and utter nonsense.
However, it is also my current reality.
(I don’t want to belabour the point, but just for the record as these forums may be referenced by other people.)

It makes me wonder why then you’re trying to crack a French nut, with a British nutcracker then! Perhaps it works for you where you are then, but I know if I took that approach with most of my dealings I’d not be as far along as I am, but then as I say things seem to vary massively in regions and departments so maybe that’s why it’s been less successful for me. Either way, good to know you’ve got everything sorted, and you’re helping others do the same!

Exactly. That is why I have written as I have. I , my family and my extended family have been through it. We have corresponded with the IOM on it with regards adult children. We have talked (fluently) to head office of CPAM about it. We have all got our carte de sejour and our Carte Vitals - if that’s not proof enough I don’t know what is.

@manda, perhaps the best thing is to refer people directly to the 4 organisations in France dedicated to this topic.

Their previous suggestions to other people is to make notation on the WA RP application on their healthcare situation and process, this can then be further updated and the applicant will have a valid WA RP application on file in order to deal with CPAM.

Yes. You are right about the sequence - poor woman is so confused an A-Z seemed to be the most helpful route through. she could do one in the morning (the CPAM) and go online in the afternoon and apply for her carte de sejour - which is simplicity itself.

Well Chris. We have all our documents and you seem to be having problems so all I can say (and incidentally an account on Amelie can only be opened when your paperwork has gone through CPAM) is good luck xx She can apply simultaneously. Her S1 is proof of healthcare.

This appears to be the most pragmatic approach, especially as their WARP applications can be made online in an hour or so.

Do whatever you have to do to get both applications submitted. Amanda’s way is strictly correct and might avoid a couple of traps. But as Kirstea says, if you land someone handling your application who’s actually stating something is needed that is not, as Chris is encountering, you cannot fix this easily directly. Practically you have to try to satisfy them and there are time limits here. So do what you have to according to who you land. Above all get both applications in for the deadlines.

@manda, your post comes across as a little antagonistic.
It appears that there are a variety of approaches and some confusion.

I don’t have the ability to deal fluently with the headoffice of CPAM, nor would I expect the average person on this forum, nor the person who is asking for help in this instance.

My experience of applying to CPAM first (as you recommend), is the exact and very reason that I am having delays.
Had I followed the process of WA RP first, CPAM second ; I would not be in the situation I am currently in.

To re-iterate, the best advice would be to refer people to the 4 dedicated organisations.

Absolutely Karen. The only reason I formatted it as I did was because the woman is so confused. Both applications can be submitted at the same time; but if you submit your application for your carte de sejour and wait for the confirmation of appointment at the prefecture before you apply to CPAM as some are suggesting, you will wait months . Then another three months for the process to go through CPAM. So I set it out logically so she could tackle the real problem she has (with the application to CPAM) and could then crack on with her application for her Carte de sejour. My reply to anyone else would have been just to apply for them the same day. Post WA applicants need proof of healthcare before they can apply for their residency certificates - and that is where regional offices have been confused. but that is a completely new topic… x
Just to be clear. These are the documents required by CPAM and posted on the AMELI site for holders of an S1 . There is not a requirement here for an ā€˜application for a carte de sejour’ or a carte de sejour. Your principal residence is in France, and you collect a retirement pension or disability pension

Your principal residence is in France, and you receive an invalidity pension (incapacity benefit) or retirement pension from your country.

Please, provide us with a copy of form E 121 (S1), in duplicate, for you, and for each member of your family.

You must also give us:

  • the printed Form application for the right to health insurance (S1106) (PDF) ;
  • birth certificates for yourself and all members of your family;
  • marriage certificate;
  • passport or ID copies;
  • proof of residency (Utility Bills, rental contract, etc.);
  • particulars of your bank account (RIB - bank identity statement). These can be found readily available in your French check book.

These documents permit us to affiliate you to our system and to take charge of your medical expenses according to French legislation.
Following your affiliation, you will be issued a carte Vitale for you and each member of your family above the age of 16

@manda it is misleading of you to state this.
No-one on this forum suggested this.
The suggestions were to apply for WA RP online and use that ā€˜confirmation of application’ to apply to CPAM.

Anyone looking for advice should go to the authorities rather than read online suggestions.

we haven’t had a problem and I understand that there have been regional difficulties… and no way have been cracking nuts… we have always been kind and respectful which probably is why it has resulted in a seamless transition for us. I would recommend posting the documents as there is then a positive paper trail. A lot of applications have gone missing x

Hi Fiona, I know where you are in this and it is frustrating. Firstly Apply for your residency Carte Sejour. You will get an email back that confirms your application is being processed and a reference that you can printout. This will be used when you apply for your healthcare.
There is an English speaking CPAM support line that I found very helpful.

I got an email back with precise instructions. Be prepared for a fair amount of paperwork!!
For you information I applied for Residency in January and I got a reply confirming my application had been received and the piece of paper (a cut out in the email) that I carry with me to confirm my application. The email said that I will be contacted by my Prefecture (Perpignan 66) for fingerprinting and verification. I have heard nothing since, so I must be in the queue. I applied for my (CPAM) Carte Vitale (healthcare) on March 2nd (sent to my local office via recorded delivery). I believe it could take up to 3 months for this to be processed. 2 months have passed and still await a reply.

I hope this is of help but I can say one thing - Be Prepared to wait!!

Hi Jane,

I have just completed my residency application, but everytime I click the last button ā€˜valider’ it takes me back to the beginning of the summary of what I have submitted. Does this mean it hasn’t gone through? Is there something else I need to do to submit it?

Sorry to bother you again, just when I thought I’d got to grips with what I was doing.
