I can’t make my mind up whether giving fish a “leg-up*” is empowering or a kind of fish-ist disempowerment, like holding the door open for a lady to pass through, or insisting one perambulate the pavement between the little lady and any passing carriages… 
*for want of another idiom of equivalent clarity.
