Gmail will not let me make new address using existing phone no. how do I get around this problem please

Could you be a bit more precise ? How are you trying to create a new Gmail account ? Through the app included on a smartphone, or via the Google web page ?
On Android smartphones, it is sometimes possible (but dependent on the OS installed by the phone manufacturer) to create a separate user profile, e.g. for work, and then using this profile will create a duplicate set of applications with which to set up Gmail/GDrive accounts, etc.
Other than that, this link and this link suggest that Google sets a limit on the number of times (apparently somewhere between 4 and 6) any given phone number can be used to set up a new Gmail account.
