This amendment refers to the provision of HLM. In trying to prevent absent tenants making a profit via airBNB it seems like a good idea.

It’s a shame that on a new build only 10% are going to suitable for handicapped people though. There have been some real horror stories of some handicapped being on the 6th and 7th floors and being unable to leave their lodgings in wheelchairs due to faulty lifts.
On a new build IMHO the ground floors should all be reserved for handicapped.
