Hotel de Ville & the Mairie

Hi

Can anyone tell me why the Hotel de Ville and the Mairie are one and the same?? Which came first and why call this building the Hotel de Ville??

Did the counsel in days when they did not have a building use a room in the Hotel ???

Can’t find information on the web and it is really bugging me now.
