I’m also seeing those figures you quoted all over the internet and wondering if there are some allowances or other built into them that aren’t immediately obvious.
But even if you factor in a 10% abattement, a couple with €32,258 and no kids would still have to pay around €700 in tax. Not zero €.
By my reckoning (which might be completely wrong).
There is the decote however it reduces tax due, not eliminates it.
Pour l’imposition des revenus 2023, le montant de la décote s’obtient en retranchant 45,25 % du montant de l’impôt brut à la somme forfaitaire de 873 € pour une imposition individuelle ou de 1 444 € pour une imposition commune.
edit - also abattement personnes âgées - for less than €16,410 the deduction is €2,640; less than €26,400 the deduction is €1,310
Mystery solved. Those new thresholds quoted by Shiba are - for now - just a proposal. To be voted on in the Spring.

I don’t get it. Helenochka’s link says that they want to increase the tax-free allowance by 2% in line with inflation, but then says it will increase from 11,295 to 17,084???

It’s an absolutely massive increase in thresholds. I thought France was supposed to be broke.

Then at the end, it says ‘up to €11,294 , you pay nothing’ and above that, you do pay tax.
Frankly, I think perhaps we all need a stiff drink, a hot chocolate, mug of tea… whatever…

I have just started preparing my online declaration for 2025, and am not seeing any indication of a 10% abatement on both mine and my husbands pension, as we did last year. Has anyone else noticed this, or am I missing something? I have sent a question to the Impôt via my platform.
My Avis definitely shows the 10% abatement having been deducted from my UK pensions. I also just tried the simulateur, and it correctly showed and deducted the 10% abattement.
I wonder if you’ve tested out the simulateur and compared its results with the number being generated by your online return calculation?
Hi. I have just come off the phone to my local tax office, and she explained that the automatic 10% deduction on UK pensions has been replaced instead with a cap of 4 399€ per household. We have just tipped over that amount because we have 2 state pensions between us, and private pension from my husband. However, I was originally comparing it to last year when I am sure I sure it clearly indicated the amounts deducted on my final resume just before signing. But this time, in the end I found it in the small box which you open up giving details of the calculation, and of course, there I can work out that this new limit has been applied! Fiona
That’s the same figure showing on my Avis also. The heading (below) still seems to call it a 10% deduction but as long as there is a deduction, I guess we’re all happy!
Yes, of course it is still effectively a 10% abatement, just it now has a upper limit. As you say, long may the abatement continue!
Hasn’t been replaced - the cap was always there, last year it was €4,123.
Do non-residents get the same income limit benefit as residents?
