Inheritance, no will, dual citizenship, taxes

I have a question if anyone can help. My brother passed away a couple of years ago by drowning, didn’t have a will, and he had dual citizenship. He lived in France but raised in US. When our dad died a year prior to this my brothers inheritance was and still is in the United States. I tried to get it done through a notary in France but my mom wouldn’t sign the papers so it has stalled. My mother now wants to sign the papers. However; the notary will not contact me. I have tried for several months so I could ask questions. This is the question, can I start the whole process here in the states? It would make it so much easier. Also, if it was my dads then My brothers but still here do we have to pay French taxes on the money? My mother is 75 and in bad health and wants it yesterday (I don’t think it will be fast). Anyway, any information would be great.
