there is special tarriff for electricitie known as TPN and this is described as a 'produit de premiere necessite'.
As water is clearly a 'produit de premiere necessite'. I was wondering if there is a special tarrif available for that too?

no but the water companies can't cut you off for non payment, not that that's a good idea either because they'll send the huissier round anyway!
in a word no the tpn (tarif de premier necessité) is only available for electricity and for fixed line telephone (with conditions as to the provider eg I'm with Free so my number starts 09, so I can't benefit from it)
