Disconcerting…
It seems quite simple.
Chinese builders have been using a banned substance to expand polyurethane foam for insulation and the Chinese authorities have done nothing to stop it.
I am wondering if their product has found its way into other countries ??? 
Not that I have seen, UK, Spanish, French all use CO2 nowadays
