I think he might be right. President Obama pardoned the guy/ woman who leaked information to Wikipedia before he left office.
Whether he can pardon himself is another matter.
I would imagine thst if he weny around pardoning all those under suspicion at the moment that would certainly be seen as grounds for impeachment.
