You need to visit your Tax Centre - I think for Chalus you will need to go to Limoges.
If you pop into your Mairie and check with them, they will be able to give you the correct address.

When you do go for the QF, you will be asked for the mileage (well, they actually ask for the mileage when the vehicle was imported but no-one ever seems to know that 
) so just make a note of whatever it is on the day.
Passport
Proof of address
V5 (logbook)
the Bill for when you bought the vehicle
… and mileage/kilometres
make sure all the names match.
