Welcome to France, Suzanne. If you sign your devis before the end of this year then the tva will be at the old rate and nothing will need changing.
It's a real headache for us too - we've got items at 0, 5,5 and 19,6% tva at the moment - all that to be changed on our day off...!
oh yes, didn't you know - la belle France est fauchée and we're expected to pay to get her back on her feet :-O
