A cheap means of controllng large areas of a population in future might be to fly planes over dropping cloud-generating stuff that will block out the sun. Might stop.photovoltaics getting enough to produce.

Depends if you think they are already cloud seeding in some places. Whilst you may not get full light to the panels you would still produce quite a bit of power. Visted a friend on Friday who was an early adopter in the UK. He has the index linked feed in tariff from the first introduction. At only 4kw of panels the engineer interrogated the generation and his export of electricity and he now gets £0.57 per kw and has earned over £110,000 since install.
Now how much does it cost to build and then later decomission power stations? Drop the silly restrictions and lets get on with making some power.
