Correct as if you claim RSA, then you are not permitted to have savings above a certain ceiling, certainly not enough to buy a property outright and if you do have money, then you must use it to live on and renounce the RSA.

Buying a house in France is more similar to the Scottish system than the English and Welsh system (assuming when you said UK you meant England and Wales)
