Have you asked your vet? They usually have a pretty good feel for what are good kennels nearby.
So how does this work in practice with sites such as trusted housitters.com?
when i asked them the question on their website all they said was it was the responsibility of the individuals to ensure that they held relevant paperwork for individual countries. Spain, Italy, UK for instance are 3 countries where there is no paperwork needed. France on the other hand lists it as anyone caring for pets not their own and as a house sitter even though unpaid in cash they are still within your employ by the fact they are paid in accommodation. which is something else in France that owners should submit paperwork for for cotisations (obviously if a friend or family member came over its a different story)
Regards to how they allow it, they make it the people responsibility to ensure they are within the law and hold no responsibility themselves.

yes that’s what our friends called their house sitters too although they have the same couple every time for the past 5 years.

yup they are friends and even come over when they are not away now.
