I checked with Amazon UK and you can only talk over the phone by getting them to ring you, as you have done. The same probably with Amazon FR. But in this case, there are international numbers to call, you call them, to reopen blocked accounts. You don’t get to ask them to call you it seems.
Having called the emergency phone number for my broken-down car here in France there is a robo-voice service, and if you answer wrongly, you get nowhere. I’ve used this service enough times now to know how they operate - you have to give the right answers.
So too, I’m presuming, for the USA international automatic robo-voice service.
