The EU has known about this for many many years, honey without pollen is not honey, it’s just a honey-flavoured sugary syrup, there were complaints and studies about this in the EU, UK and the US as far back as 2011.

It’s terrible to think that of the 320 brands/labels they tested… more than half were “frauldulent” with added water, sugar… and perhaps heaven knows what… 
so thankful I have a trustworthy bee-keeper near us… the honey is superb.

If I recall correctly… some years ago strict controls were brought in in France… which have now been gradually eroded… (so it’s not only the honey which has been watered-down… aargh)

It’s unfortunately exactly the same for Extra Virgin olive oil and has been for many years. It’s reckoned in the EU, nearly half are fake or adulterated.
