Tory, hope you’ve safely made it to the Halifax area. I’m afraid I can’t be much help on the Rouen toll question, as we live about 3/4 hour towards Dieppe, ie north of Rouen and never come across any toll roads from that side. Hopefully some of the battle hardened veterans of the long journey up from the South on this thread can help you if you haven’t tracked down the online site to pay up.I’m intrigued though, is this one of these new routes with no toll booths, ie all paid online etc?
Was the bridge ever 2 way? I seem to remember it was.
Rarely, but when/if the tunnels are closed, the Bridge becomes 2-way.

I don’t think there are any tolls in Rouen
The tunnel came first. Initially a single bore for two way traffic in 1963.Then a second bore was added in 1980 and used as one north bound, one south bound. Finally the bridge was built and opened in 91.
As @Stella said, either the bridge or tunnels can be used in both directions if there are problems

What Stella said - they use the bridge both ways when they need to repair the tunnels. And sometimes the bridge is closed due to high winds and then the tunnels become two way.
There used to be one near by the Vernon exit A13. Google didnt mention it on the last journey (avoid tolls) so maybe its gone? It was only about 80c so maybe unlike the UK they decided not worth it after all.
I think the A13 is now tolled entirely via ANPR with tags or online payment (like the Dartford Crossing!) - so there may still be a payment it’s just that there is no péage gate on the actual autoroute. Depends which way you are going.
Last time I came through Rouen from the Abbeville direction in Sept 2023 I paid €1.20 for my motorbike at the Bourg-Achard péage on the A13 but I think that was because I was coming off the autoroute to fill up with petrol; not sure if you would pay anything if you turn off on to the A28.
ETA: Looking at the rough map in this document (page 5):
…it seems like there is a checkpoint coming from Paris just before the A154 junction, one on the A131 from Le Havre and then the Bourg-Achard exit, but nothing if you come from Rouen and turn on to the A28 before Bourg-Achard.

This is the new joy since we last did the trip 18 months ago, no going into Rouen at all, just dual carriageway coming from Evreux, straight over the bridge at the side of Rouen and in to Dieppe! So easy and quick!

Yes, last time we went we paid 1,20 at a booth, that is now closed with signs saying go online if you don’t have a bipper thing. Last time part of the route dipped into the edge of town with loads of roadworks. They’ve obviously finished it between now and then!!!
I leave the N154, go onto the D6015 via Pont de L’Arche, stay on the D6015 north bank of the river and then onto the Dieppe road A150. Thats one road, no toll and easy too.

There were 2 main roads in Afghanistan back in the '60s, one built by the Russians, the other one by the Yanks, the latter was the noisiest.
No road disturbance on the M1 from the Trent crossing to J26 at Nuthall then? I had a large hand in building that bit. 80 tipper lorries back and forth day and night shifting muck, driving in muck, deep slippery muck, the collison rate got to around a dozen per 24 hours. They made a new rule, anyone involved, sacked on the spot, no matter whose fault. That very night the bloke in front reversed into me, drivable back to the plant yard with a fuse box all but destroyed resulting in a flashing light display to rival Nov 5th, I was not sacked. Obviously far too valuable.
€2,30 bargain for the ease of avoiding Rouen and saving god knows how much time! So the other cost us 15ish as normal. Really don’t mind paying those sort of prices for such a long trip!
