They, a couple, were very contrite and worried about my dog. Luckily for me, the woman spoke English. It happened directly outside their walled home and she asked me to let them know if he needed vet care. Since then? That dog has not been seen on the street loose again.

Sorry to hear that but like with any dog its the owner that makes them who they are not the dog.
Most dogs if raised well wont attack but some are trained attack and be aggressive or not trained by the owners to be nice dogs.
Saying that I agree with some of the others you should have had your costs covered by the owners of the Rottie as we all have to have insurance as well as keep them on the lead and muzzled in public.
It really is a shame to hear this but please dont blame the dog its the owners who have little or no respect for other dogs and think it is funny they have a vicious dog
I really hope that the OP followed the advice given on this thread and did not make a big move to France based on incorrect information from an expert.
