I should add that with a French passport, no “health certificate” is required to take them to the UK, only the worming completed by the vet and noted into the passport, within about 72 hours of travelling. Much simpler for us that UK visitors bringing their dogs to France.
You are missing the point. As said earlier, a French vet can issue a passport, but only after registration with I-CAD.
The trouble the OP found themselves in is registration and maybe a question as to the time they took to re-register.

I was relating my experience, that after years in France with my animals travelling back and forth to the UK on UK passports, finally post Brexit, I got our vets to issue a French passport and she submitted the I-Cad form at the same time. Prior to that I never registered my animals chips in France, because they had always travelled on UK passports. I was pointing out that a vet can help with both documents.
