I believe there is also a law that says that all the lights on your car should function and be properly adjusted so as not to inconvenience other drivers. But you wouldn’t think so where I live…
Sadly, many folk would rather argue the toss and ignore legislation and/or belittle legislation so that others might feel it unnecessary to take heed… 
No point in discussing further… I’ve alerted folk and suggest we leave it at that…
Incidentally, it is not just about chimney fires… it is also about carbon monoxide (the silent killer!)…
