So this is what I propose to write to the naturalisation team in Niort; hopefully BEFORE any decision is taken. According to my research, Retailleau has not changed the law of December 1993 at all. His circulaire states that the Préfectures need to focus upon the economic integration aspect. However, there are exceptions and this is what my proposed note will hopefully do. I will firstly post the English (for ease of comprehension) and then the French that I shall email.
Personal Note – Circular of 5 May 2025
To the best of my understanding, the ministerial circular of 5 May 2025 (known as the “Retailleau circular”) has not changed French nationality law. As I understand it, this is an internal instruction reminding prefectures to assess applicants’ economic integration, without introducing any new legal condition. I understand that, under Article 21-24 of the Civil Code, pension, investment, or professional income declared and taxed in France may be taken into account for this purpose, particularly for retired applicants. I sincerely believe that my own situation is consistent with this spirit of the law: my income is declared, taxed, and spent in France, and I take an active part in the economic and social life of the commune where I live.

Note personnelle – Circulaire du 5 mai 2025
À ma connaissance, la circulaire ministérielle du 5 mai 2025 (dite « circulaire Retailleau ») n’a pas modifié la loi française sur la naturalisation. Il s’agit, selon ma compréhension, d’une instruction interne rappelant aux préfectures la nécessité d’évaluer l’intégration économique des demandeurs, sans créer de nouvelle condition légale. Je comprends que, conformément à l’article 21-24 du Code civil, les revenus de pension, de patrimoine ou d’activités déclarés et imposés en France peuvent être pris en compte pour cette appréciation, notamment pour les personnes retraitées.
Je crois sincèrement que ma situation correspond à cet esprit de la loi : mes revenus sont déclarés, imposés et dépensés en France, et je participe activement à la vie économique et sociale de la commune où je réside.
