The UK’s minuscule contribution makes a negligible difference while the US, India, China, Russia continue their habits. The idea that the UK has persuaded anyone to change their habits is palpably absurd.

It is a reasonable question to ask. In my opinion it is simply a tool (admittedly a very powerful tool) and like any tool it can, and often is, abused.
