Nothing to do with your address it’s when the licence was issued before or after your arrival.

I winder if you are caught speeding in a country that adds points if they could be used to recuperate (rather than one of those courses) the points you’ve lost in France

My license exchange was rejected because it was late by two months, I misunderstood the twelve months requirement. Any ideas on appealing?

Hi Gary, I’m really sorry to hear this. Unfortunately you have 12 months from arrival to at least submit your application, it doesn’t have to be processed in 12 months.
Sadly unless you have extenuating circumstances as to why you didn’t submit within 12 months, there is no appeal, they are absolutely immovable on this, only if a rejection is overturned by the Tribunal through evidence can you resubmit.
You now have to either leave France for a couple of years and start again, or take the 2 part test.
As you hold a licence you are not required to take 20 hours of lessons or any at all if you wish to do it as a candidat libre, but it’s recommended to find a school to do a few hours as a refresher and they book the test and you get to use their car.
You have to do the theory first also.

Unfortunately you’re not the first and won’t be last this happens to sadly.
I’m sorry that you now have to take the test and especially as you have been rejected, you are in the system as without a legal licence, so be aware.

Isn’t there a grace period to allow for arranging my test etc. Can’t just sit at home watching the world go by unable to drive.

I wish there was but unfortunately no. You have 12 months to drive on your licence from the day you arrive, if you had an application in the system there is some leeway due to how long it can take, but if you’ve been rejected and told to take a test because you are outside of your 12 months, there’s no extension unfortunately.
Do you have someone who could sit beside you as this is possible but there are rules.
