Water meters are now installed in new build in uk - can't remember when it started but it's been a while now. Older properties can choose to have a meter fitted but so far are not under any obligation to do so.
I try and use water sensibly and have water butts and am happy to do more but my one luxury is a bath which I am loathe to give up.
