Are you British, what TdS’s do you hold? This is actually quite important.
WARP - Withdrawal Agreement residents permit - Article 50 TUE - Brexit TdS
From the gouv.fr site (I know anyway as my friends 13 and 15 yr old were naturalised with two British parents) 
But I put 16 into the simulator as your daughter is 16.
Si vous êtes né en France de parents étrangers, vous pouvez demander la nationalité française par déclaration dès l’âge de 16 ans.
Vous devez remplir les conditions suivantes :
- Avoir 16 ans ou 17 ans
- Être né en France
- Avoir eu votre résidence habituelle en France pendant une période continue ou discontinue d’au moins 5 ans depuis l’âge de 11 ans
- Résider en France le jour de la déclaration

Yes, we’re both British, which is why our kids are British even though they are born here in France. We hold ‘Carte de Sejour Permanent Article 50 TUE’. The WARP bit threw me as it’s not marked on the TdS.

Excellent it’s all good. When you questioned the Brexit TdS and you didn’t seem to recognise Article 50, I was worried that you might not have the right card.
Unfortunately I’m still coming across people that still haven’t got a WARP, this is what the Ministère de l’Intérieur called it during the negotiation period, so it’s stuck.
Interesting, Cat, thanks for that. We always thought that our children could apply from the age of 16, but when we looked into it recently the age seemed to have been raised to 18. Just looked at the gouv.fr website and found the section. Very odd that we looked into this a few months ago and didn’t find this information…
Very strange especially as it has always been the case !
And for the residence proof of address bit you just do a déclaration sur l’honneur with a utility bill. I did that for my latest daughter to pass her driving test.

Thanks, Vero. There was actually a ‘modèle’ on the form on the ANTS website to confirm that my daughter lived at the address, and yes, I supplied a bill in our name.

Did this ever get settled? My son is 18, passed his code and theory test but ANTS now refused his license based on him not having his Titre de sejour.. (he has a TSS valid until 2029). Beyond applying for his 10 year titre de sejour has anyone any ideas? Always lived in France
Are you saying your son has a Titre de Sejour Special or have you mis typed it ?
Yes he does. His dad does as do all our 3 children

I think the TdSS is the problem, even though they issued his NEPH number for him to take the tests.
Do you have the exact wording of the rejection, in French would be better?
“ détenteurs de titre de séjour spécial (TSS) n’ont pas la possibilité de s’inscrire aux épreuves du permis de conduire dans la mesure où ils ne sont pas considérés comme ayant leur « résidence normale en France ». De fait, le TSS ne figure pas parmi les documents énumérés à l’article 2 de l’Arrêté du 23 décembre 2016 relatif à la justification de l’identité, du domicile, de la résidence normale et de la régularité du séjour pour l’obtention du permis de conduire.”.
Its so sad for him. He always lived in France, got the bacc. Took his test, received the CEPC with the favourable exam result, and now no permit. Thats tough for an 18 year old, excited to drive
You don’t say if there is some reason why your son cannot apply for his 10 TdS ???
He can i suppose. Which means giving up the TSS of course. And all this takes time. We have an appointment in December. And his CEPC expires before he will get a new Titre de sejour. So we wont be able to drive for some time. It seems so unfair to say “yess you passed! Here js a certificate so you can drive while you get your licence printed”… and then to say “no you aren’t entitled after all”.
I just hope he wont have to redo the test after 6 months
Can’t really see it as being unfair. He passed.
Obviously you didn’t understand the implications of your son having the TSS and not a standard thingy (and I must confess I’ve no idea what TSS is all about)

That statement doesn’t actually make any sense because if that’s the case he shouldn’t have been granted his NEPH number to do the test in the first place.
He has no option other than to apply for his own CdS and as you say below it’s going to take a while but maybe not as long as it could be as he already holds a TdS albeit a TdSS.
I’m sorry I can’t add anything more positive, however, as soon as he gets his new CdS he can apply for his licence even if his 4 month attestation has expired.

TdSS, titre de séjour spécial issued by the French Ministry for Europe and Foreign Affairs (diplomats, consular staff, international organisation staff, and their eligible family members).
Holders of diplomatic or special-status residence documents are not eligible to exchange their licences this is due to them not being considered resident in the same way we are.
