Logging on using the FranceConnect credentials when you use the ANEF system has a bug you must only create a username and password account and stay away from FC, using most people use their Ameli log in details .. lol.
Things have changed I would assume since you last changed address and it is only done here.

Yes anywhere from 4-2 months, but anyone reading this be aware that not all departments are quoting this time frame, many are 2 months before expiry.

You have to collect it and not until the day it expires or as soon as possible afterwards unless your prefecture tells you differently.

If that is 71, this is the link to make a rdv to collect your card. Be aware that many cards are not being issued until the day the card expires, unless your prefecture has said differently, or asap afterwards.

Just checked the Prefecture for Saone-et-loire and it says we no longer need an appointment to pick it up, just turn up in the morning with our email saying its ready. That makes things really easy for us.

I am not sure if you have this information, but here below is the procedure for the Côte d’Or.
The préfecture website indicates 2-4 months before a TdS expires; no reference to WARP cards. Given the next RDVs are in December I suggest 4-months prior is appropriate. The questionnaire is just general information.
Vous devez prendre rdv sur le site de la préfecture dans le module renouvellement
le jour du rdv vous devez venir avec :
· Passeport en cours de validité (pages relatives à l’état-civil, aux dates de validité et aux cachets d’entrée)
· Justificatif de domicile de moins de 6 mois en France : facture d’électricité (ou gaz, eau, téléphone fixe, accès à internet), bail de location ou quittance de loyer si locataire, avis de taxe d’habitation, ou tout autre justificatif à votre choix.
En cas d’hébergement chez un tiers : attestation de l’hébergeant datée et signée, copie de la carte d’identité ou du passeport ou de la carte de séjour de l’hébergeant, et justificatif du domicile de l’hébergeant si l’adresse de sa carte d’identité, de son passeport ou de sa carte de séjour n’est plus à jour.
· Titre de séjour arrivant en fin de validité.
· (optionnel) En cas de changement dans votre situation en matière d’état civil (divorce, mariage, veuvage) : justificatifs de ce changement.
Les documents doivent être clairs et lisibles.
· de 3 photographies d’identité récentes (format 35 mm x 45 mm – norme ISO/IEC 19794 – 5 : 2005) (pas de copie).
