Assurance dommage ouvrage

Anybody got caught up in this vicious circle before?

We're planning a partial self-build and because we're self-building we won't be able to get a "dommages ouvrages" insurance. not necessarily a problem, takes about 5000 euros off the budget

BUT

the banks won't give us a mortgage unless we have this insurance...

BUT to get it we'd have to pay "official" builders (i.e. ones with their own insurance policies ) to do all the work

BUT if we do that, we explode our budget and the bank wouldn't lend us the money because it would be beyond our repayment capacity...

SO does anyone know of a bank that doesn't require you to have a dommages ouvrage insurance when mortgaging a house build??

thanks for your help
