I found the manipulation of pdf files was a PITA when I started responding to the demands if French bureaucracy. Should have been easy to resize and add or delete pages from pdfs on a MacBook but I had to resort to using 3rd party software.
Firefox has a pdf editor built in.
FWIW, the included Preview app lets you delete pages from a PDF (or insert another PDF file), as long as the document is not locked.

I found that every time the whole pdf was deleted. MacBook Air M1.
Yes, they changed the “button” a few releases ago which really ticked me off. They are big on telling you that Siri will now tell you when to have a pee based on AI, on but not so big on highlighting changes to functions one actually uses.
You now need to highlight the pages you want to remove and use the “Edit” drop down menu to “delete” them and not the two finger click “move to bin” which moves the whole doc to the bin 
I watched the Apple developers conference keynote a couple of days ago. Some really clever ideas embedded in a load of bloatware twaddle. Jobs, an advocate of simplicity and elegance, must be turning in his grave.
