Car seat for 9 year old way over 135cm?

Hi juat came across this great forum. Got a question, im confused. We are driving over to France from UK on Saturday and im unsure as to whether my daughter needs a booster seat or not with her being so tall and 9 years old. Outgrown her car seat ages ago and quite a bit over 135 cm

If she’s over 1.35m tall she can safely use an adult seatbelt and therefore does not need a booster seat:

But only in the rear. Whether that’s the law or not it would be my firm advice.
