You have a virtual points account. They make it with the details on your carte grise. If you are about to get a point back you get a letter telling you. If you are down to 4 they tell you you can buy them back by going on a course. They can also take away the licence.

Just managed to do my property declaration
I finally managed to find my old numéro fiscal from the previous time we lived in France. Tried impôts and told to connect using France connect. France connect told me to download the app YRIS to verify my identity which is something I always have difficulty with. But this app was very easy to use so established my identity very quickly. France connect then created my space on impôts and enabled me to create a password for impôts. I logged into impôts and made my property declaration, all very easy to my surprise!
So I feel my initial paperwork is complete after moving to France 18 months ago. Now I need to decide on whether I should continue with my mutuelle and look into whether CSS would be of any help for the hefty payments. My OH has no mutuelle so we have become aware of various treatment costs just having CPAM and we’ve been surprised at how low they have been so far, 10 Euros for an X ray 12 Euros for a physio session. One thing I have learnt is that it is much easier to pay for hospital treatment immediately rather than pay the full amount later and then try to claim back.

Geoffrey, if your household income is below €19680 a year you will both be eligible for the CSS with a small contribution (something like €20 a month). Last year people on S1’s were banned from applying, but this has now been overturned. The completely free CSS. Is for (eg) a couple with joint income less than €14578.

I’m not sure why this just popped up but I’m pretty sure it’s not linked to WARP but rather to the date the licence was issued.

Doesn’t rely on WARP… it depends when a Brit passed the Driving Test… this has been chewed over and clarified by “the powers that be…”

For Brits who passed the test before January 2021… the licence is valid to use in France until it needs renewing… which can be years and years… depending on individual situations (health,categories etc etc)

(The “1 year” timescale, for other Non-EU folk arriving in France does NOT apply to such lucky Brits…)

AI obviously has its many fans and detractors, but I have to say I was hugely impressed today. I asked AI for suggestions on how best to create a schedule of financial resources, ahead of my application (as a Brit) for an EU permanent residents carte de séjour.

After asking for a few relevant factual details, it produced a superb template, complete with helpful tables, for me to populate with actual data, plus placeholder annexes for justificatifs, and all written in formal French. It was perfectly accurate in terms of meeting the technical requirements for an EU family member making the renewal application to become a permanent resident. I would definitely encourage others with similar applications to consider seeing what AI can do, for curiosity and hopefully to help. It reads like a formal French document that I certainly couldn’t have produced on my own.

Reading this makes me give thanks that I managed to get my Article 50 card last month. The EU family member card was my fallback and I’m happy not to need it.

Against my better nature I’m finding that I’m using it quite a bit now. I have to engage brain and check what it comes up with as sometimes it produces odd things, but as a starter it’s great.
What do you use?

I’m both happy for you, and slightly envious. However, I have to keep reminding myself that compared to others who, like me, arrived post Brexit, I’m extraordinarily lucky to be able to use the EU family CdS route. I’m spared the language requirements, any costs, and have a very predictable set of conditions to deal with. The EU regs haven’t changed in 22 years, unlike the seemingly ever tightening French visa requirements.

I was extremely suspicious of it initially, then it produced some remarkably helpful answers on several topics (eg a checklist of questions for my Mum to ask her doctor about a newly diagnosed condition) that made me relent. I agree you have to weigh up the credibility of the sources cited.

Copilot,.from Microsoft. No account needed, no registration,.no time limits, no charges and the key ability to wipe all training data after each search (you clearly have to take it on trust that the data is actually wiped!). I use it daily to chat orally in French. I am impressed by what it can do for a (nervous) technology user, eg clear step by step instructions on how to transfer all data and settings from one phone to a new phone, without any hitches at all.

For anyone interested, this is how AI proposed that somebody (like me!) seeking to convert their EU family CdS into a permanent residents CdS should prepare the required financial resources report. This is intended to show the EU spouse has access to sufficient funds to avoid being a burden on the French public purse. I need advice regarding my status change. I am a Turkish citizen living in Marseille. On 21/12/2022, I converted my visiteur visa into a residence permit through ANEF. I renewed it in the following years under the same conditions. Every year I provide private health insurance, proof of resources/savings, and pay around EUR 200 in fees. I have been in a relationship for 7 years; my partner is both Bulgarian and Turkish.

While researching ways to avoid renewing every year, we discovered PACS. We first thought she needed to be registered in the ANEF system, so on 28/10/2025 we applied for a “Ressortissant citoyen UE” card. Since we both work remotely for a non-EU employer and the employer does not have a French SIRET number, instead of applying as “En tant que salarié,” we selected “En tant que retraité ou inactif” without thinking too much about the consequences.

After receiving an email from the prefecture, my girlfriend completed fingerprinting and photo submission on 07/04/2026. Then on 05/05/2026, we received a message from ANEF stating that a “Carte de séjour citoyen UE/EEE/Suisse Non Actif” valid from 28/10/2025 to 27/10/2026 would be issued.

On 30/03/2026, after preparing all required documents, we successfully completed our PACS in Marseille. Afterwards, on 12/04/2026, I declared my change of situation through ANEF. I submitted the PACS certificate, the Service Central d’État Civil registration, and a letter requesting my application to be processed as “membre de famille d’un citoyen de l’Union européenne.”

What I’m trying to understand now is this: will I receive a 1-year card like my partner, or a 5-year one? What is the usual outcome in cases like this? If I receive only a 1-year card, would that mean I made a mistake, or is that considered normal?

I explained the situation in reply to the email regarding fingerprints. They asked for my foreigner number, which I already provided, but I haven’t received any response yet.

Why does your Bulgarian partner have a CdS at all?

The family member of an EU citizen generally gets a card that is concurrent with the envisaged length of the stay of the citizen. If the citizen has a 5 year CDI, the family member should get a 5 year card. If only a short term stay by the citizen is envisaged, the family member gets a shorter CdS. Financial resources may also play a part in determining the period- if your finances are weak, they may give you a shorter CdS.

I had read that it could be beneficial for the EU citizen to register. Honestly, I also don’t fully understand why a CdS is being issued. We previously lived in Portugal, where getting the EU citizen CREU certificate from the municipality takes about 10 minutes and is practically a required procedure. I guess we approached this with a bit of a Portugal mindset :slight_smile:

If by CDI you mean a long-term/permanent work contract, then yes, we both have that, but outside France. Since the employer does not have a SIRET number, we did not continue through that route.

We both have our own income and savings. However, those documents were not requested in the ANEF list for the status change application, so I did not upload them.

WhatI don’t understand is how you manage to work here on a visitor visa. Were no questions asked about your income? Or are you set up as AE?
