CdS being obtained by non-resident second home owners

We get one. From the garage.

Yes, but they were waiting for one from the equivalent of the Vehice Licensing and you have to have had a CT before they can send you a reminder.

I am curious to understand the implications of this. Am I correct in thinking that a person claiming to be a full time resident in France who is in fact working and earning a healthy salary in the UK, would potentially be liable for CRDS/CSG in France on their UK salary?

Technically you do not get a reminder to have an MOT in the UK

You get a reminder to pay your car tax plus one that you canā€™t do so if the MOT is pending (and insurance paid).

With the Double Tax Treaty probably not but as a supposed full time French resident they should complete a tax return here covering their worldwide income. There are I believe ways round the system so you can be a UK tax resident whilst maintaining residency rights in France but that requires specialist advice and planning.

Yes that is correct

ā€¦one extra document pertaining to financial resources, hardly onerous

Depends on the individualā€™s situationā€¦

Why would that beā€¦there was one set of requirements for people who were 5yrs+ and those under who had to supply some basic financial information the easiest being a tax return.
We have recently done CdeS, CarteV and driving licence and all without a single hitch or supplementary questionsā€¦we merely provided the exact infoā€™ requested and bingo the items arrived in a hassle free and timely process.

I havenā€™t come across this ? Whatā€™s the lots of paperwork you are referring to for people with under five years residency please ? Thanks !

It is super complex with all the tax stuff, they probably need to ask a tax expert - I donā€™t even know what CRDS / CSG is! That person would have to be commuting to the UK for work and coming home every weekend or very regularly for them to be considered a resident, and that pattern needed to be established prior to the 31/12/20.

and proof of health cover - not easy for all the 2nd home owners who havenā€™t used anything but their EHIC card!

Each category under 5 years asks for various different paperwork - basically covering finances, health cover, domicile etc.

We are hoping for the 30 year rule to escape CGT but may try to become resident later on, who knows at this point.

Tongue in cheekā€¦Think they must have applied for something different to us.
It took 15 minutes, four probably five easy attachments of scanned documents, then a six month wait whilst processed, then a 10 minute meeting to hand over photos and give finger dabs, then three week wait for cards to arrive. Donā€™t see how it could have been simpler.

Depending on whether a person is retired or self supporting inactive, or an employee or working for themselves, or a student or a jobseeker, or ā€¦ yes they have all basically appled for different things.
As it happens I was lucky, like you I had next to nothing to provide, but if I happened to come across anyone who had had a struggle, I donā€™t think I would rub their noses in it by telling them how simple it was for me. They must find it very annoying.

Seems we must have been, I thought there was a common set of required documents which only differed marginally between under and over 5 year residency.
Anyway thatā€™s all in the past now as the window for WARP has now closed.

At the start of the application you were asked what your status was (retired etc).
As I understood it, the documents a person was asked to provide, was decided by their status in France.
If they are working, they would not be asked for details of their pension, would they.
It is in the past in a sense but it is not in the past in the sense that those with provisional cards will have to renew them, which may or may not entail demonstrating that they have met the conditions for legal residency continuously for a period of five years.

What is a provisional card?

Those are the social chargesā€¦.

Provisional in that a 5 year card is on the proviso that when you have been resident for less than 5 years you are on probation until you can claim your 10 year card which Grantā€™s you permanent residence, unless of course you fall fouls of the law, whatever that might happen to be that allows France to give you your matching orders.

More like how long theyā€™ve had a house here.
