I asked through the communication channel on impots.gouv.fr why I’m being asked to pay TdH on an old workshop, without electricity or water, and I’ve received an answer - no need to pay. My question wasn’t answered in the way I wanted it answered (as to why) but the answer was ‘dégrèvement accordé’ - relief granted.
Unfortunately I paid it because of the deadline - didn’t know I’d received an answer until too late! But no doubt this will be balanced out sometime in the future.
