In the UK these are compulsory for any sort of high intensity (Xenon or LED) headlight - I assume the same is true in France.

Several cars that I have owned have alluded to a lever in the owners manual - not yet actually found one fitted (much to my annoyance).

Hubby’s car has the lever, which is handy as he is thinking of bringing it over when he retires
