Haven’t the number of small boats dramatically reduced? Mind you the increase in foreign aid budget does seem to have wound up a lot of people as well.
Yes - the people-smugglers have switched to larger boats because the authorities clamped down on the sale of smaller ones. 
But joking aside yes illegal crossings are down by 43% compared to last year.
