All lightweight foams are flammable, birds wont peck it if it is protected by a coat of render as it should be other wise the suns UV will quickly reduce it to dust.

For those of a nervous disposition, paint with ceramic nano spheres in it blah blah. Ceramic is used in the brakes of F1 and other high performance cars because it can dissipate heat faster than metal making it a really poor choice for an insulation coating as insulation by its nature needs to be a poor conductor of heat.
