Our fosse toutes eaux seems to be working fine, however on lifting the lid to the last inspection chamber before the filters, the chamber is full of water, you can’t see the exit hole. The estate agent suggested the filtration pipes are blocked.
Can these be emptied by a fosse emptying company? Or is it a question of digging them up and replacing them? Or any other solution?

Emptying it might solve the problem, but if it’s blocked and you can’t deblock it yourself, best to use an an entreprise de débouchage. I had one come over a month ago due to a blockage going into the fosse, and they sorted it, and came back the following month to empty the fosse, as I hadn’t had it done for some years.
