Thank you. I was curious about loopholes here. Technically the teenager is American - can he just take online classes based in the US?

Usually education at home is done via the CNED and you pay for it, it is the state distance learning programme - and you might have trouble being seen as really wanting to be French by arguing someone is French and coming to France to discover/assert/benefit from their Frenchness and yet staying at home not participating in French society but (shock horror) doing online (inferior naturally) foreign lessons which won’t lead to any French qualifications, or help them become a French teenager and theoretically useful member of society. School is all about culture in the wider sense and we always suspect people are dodgy if they don’t participate in that process.

It may sound harsh and judgmental but that’s French civil servants for you. We think you can’t cherrypick being French.

I suppose I was trying to think of a plan B in case plan A is a disaster for him.

We had a thread not that long ago from a young man in Pakistan (and his sister in California), I don’t know of any others. Some of the thread isn’t relevant but there are a couple of ideas in there. It doesn’t seem to be particularly easy, unfortunately.
