Texas, the Big oil state doesnt have much renewable power so are you suggesting the fossil burning power stations failed in the cold climate? Oh yes they did, so the point is avoid climate change and stop burning stuff.
I have to point out that tidal is entirely predictable, unless the moon changes orbit.
