Yes it’s for US citizens - my former sister in law got taxed on all her income by the US even though she lived in Turks and Caicos.
I fill in a declaration every so often for US Internal Revenue to say that I am not a US citizen or resident so my royalties get paid gross.

Per my immigration consultant’s direction, the wording in my attestation states that I will not work for a French company.
I think they are mistaken, and that you have been misled.

I totally understand what everyone has been saying. However, I will rely on the advice from French lawyers (or lawyers based in France). If they cannot speak to the tax implications, I will again seek out professional help.
Though I must get an offer first…
