Known as far infrared. I fitted one in a seldom used boardroom that previouy used 2 2.5kw fan heaters to try to warm the space for a minimum of 8 hours prior to a meeting. The panel was hung above the boardroom table and was partially successful so long as you were within range ie stationary so for an office fine but as Brian said out of the range the room was still cold and that was a modern far infrared panel. You do feel the heat very quickly but they also get pretty hot so beware.
