Margin of error for speed limits

I just read this in The Connexion newspaper:
The permitted margin of error of these cameras is 10kph where speed limits are lower than 100kph and 10% for speed limits above 100kph. -
I just received a ticket for 45 euros for doing 96km in a 90km zone. The ticket states that the margin for error is 1 km. Anyone have an answer for this.

My latest ticket (3 weeks ago) shows I was clocked at 97 in a 90 limit and the speed used was 92. I think for lower speed offences they deduct 5 kph these days. Seem to remember this from my "stage de récuperation de points" 2 years ago. Good news is that you now get the point back after 6 months if you don't re-offend rather than 12 months which it used to be.

Same thing happened to me exactly the same speed, thats twice in three years, i did 1000miles per week in my job in the uk done twice in 50 years for speeding only once by camera but there again policeman friend told me that when the Gov stopped allowing councils to keep the money film wasnt replaced so many cameras were not active plus they cut the traffic division in many forces

The Connexion is probably wrong - I have received a variety of tickets for doing 57 in a 50 zone, 96 in a 90, its a pain in the bum as my car has the old fashioned speedo and is practically impossible to see the exact speed and the places I have been caught are dual carriage ways in the middle of nowhere.
