I would use the word mistake for sending an email to the wrong person. This is negligence of the highest order. How could women feel safe on the streets?
The problem, I suspect, is that the parole board had too a narrow frame of reference but the fact that Warboys was effectively able to “make the right noises” and be granted parole is rather worrying.

Sweeping statement of the year. I doubt that Worboys should be released yet, however, this is not so simple if the Parole Board is to retain a framework of independence in which to work.
A framework, so they can’t think outside the box.
