Probably, if the tax raised is directed towards positive causes. but no, I don’t think it will have much effect on consumption.

Spend the extra taxes raised on the new dinner plates for the Elysée Palace…
As a non drinker and non smoker, the more they can pile on the taxe on these items the less I might have to pay…

I could put the dosh to better use than the dinner service, but as one who enjoys a drink, I don’t mind paying a bit more if the extra is well spent
