Honestly, if it were a newish car, I would say it might be worth the hassle, but for a 13yo car I’d recommend saving your effort. Flog it in the UK and by another 2nd-hand one here. It’s not as if you’re saving a fortune on TVO, and you’d have to run your current one till it falls apart because it’ll be almost impossible to sell over here.

Just a thought, you should also try Citroen UK customer care. It was. after all, Citroën UK that issued the original CoC back in the day. They may he more sympathetic (in English) than the “computer says no” Stellantis crowd.
It would appear a duplicate will cost a couple of hundred quid. Prices vary by manufacturer.
