I ordered a Certificate of Conformity via the Stellantis official site https://homolog.stellantis.com/ for my Citroen purchased in the UK (2nd hand, first owner bought it in the UK from a Citroen dealer in 2013), but after several months it still hadn’t arrived (they specify 30 day delivery). I tried contacting Stellantis via email and their website’s contact form but got no response. Eventually through Citroen France helpline I received a response with an “ATTESTATION DE CONFORMITE PARTIELLE POUR VÉHICULES IMPORTÉS” rather than a copy of the original CoC which stated:
Le véhicule ci-dessus étant destiné à l’origine à un marché extra-européen, nous ne pouvons pas attester de la validité des dispositions suivantes :
Bruit et pollution, ancrages des sièges et ceintures, freinage, vitrage, éclairage et signalisation, protection du conducteur en cas de choc, champ de rétrovision, réservoir à carburant, serrures et charnières, antivol.
Dans ce cas, une éventuelle dérogation doit être étudiée par la DREAL.
Readers of this forum will note that in 2013 the UK was in the EU, and that I’d ordered a copy of the original CoC which new vehicles sold in the UK required at the time. I’m trying to get Stellantis to send me a CoC but I’ve had no luck so far.
Does anyone have any idea how to get hold of a CoC for a Citroen vehicle other than via the Stellantis official site - I note there are third parties which sell them but I’m unsure if any of these are legitimate. Perhaps someone has a contact at Stellantis?
Going through DREAL sounds like it’d be fairly expensive.
The CoC (if available and valid post brexshit) will have to come from Citroën France. From what you’ve said, it sounds like you’re going to have to go down the DREAL route.
I won’t use Facebook, but I can see some posts with his email - if Mark is still active I would be willing to pay someone to help so I will email him (and apologise in advance if he’s not doing this any more).
Unfortunately, it sounds like you are caught up in a brexshit trap.
Had you asked for the CoC before the ass**les voted as they did, all the emissions etc were good here and there and all you would have to do is reverse two rear lights and change the headlamp beam pattern if applicable.
Now it seems that someone in Stellantis is reading the regulation that rightly says the UK is outside the EU and cannot guarantee emissions are good, hence the reference to DREAL.
Try to get a CoC direct from a Citroen dealer, or call Stellantis and explain that the car is 2013 and that they are (I think) obliged to give you a CoC for your particular chassis number. It is not up to Stellantis to judge whether or not a 2013 UK car needs to hit DREAL…
The car has passed its Contrôle technique in France. The lights are asymmetric but with a minor adjustment passed.
I’ve tried Citroen UK, Citroen FR (in French), Stellantis (in French and English), explained that the car was sold in the UK when it was in the EU etc.
Citroen refer me to Stellantis and Stellantis will no longer respond to any of my emails or website queries (they don’t list a phone number nor will they give me one). I’ve been very polite throughout but clearly they consider the issue as finished.
Technically the obligation is only for 10 years for UK cars, so they are no longer obliged by law for a 2013 vehicle except through the contract formed when I ordered a CoC.
I’ll try the Stellantis HQ, though Citroen UK advised that they would just redirect me to the homologation department. Worth a try though.
This really does sound like a job for Mark Rimmer though as @billybutcher has already suggested. He relished complicated situations like this! Definitely see if you can get hold of him and see what he says.
Such a shame the original documents (ie the CoC) weren’t kept with the car… could have saved any hassle and extra expense.

Must confess I never gave it a thought when we went to UK and bought a 2006 RHD Merc in 2014. We’d thought the car info on the UK Matriculation Doc was sufficient.
It wasn’t until the lady at the Prefecture asked for the CoC that I panicked and struggled through the file… hurrah… there it was at the back , in several languages but such small print that she needed to use a magnifying glass.
I’ll definitely update this site with my progress.
When I bought the car I didn’t even realise any form other than the V5C would be required, and when I decided to bring it to France I didn’t think getting hold of the CoC would be problematic in any way.
