Hi,has anyone managed to get a grant to help with the cost of a new fosse or have any idea of the likelihood of being able to get one or know the requirements etc.Have emailed my local SPANC but am waiting for response,thanks.

The guy with whom I plan to go shares in a property is a Danish civil engineer. He has a pal in DK who is yer man for installing drainage systems but is dyslexic enough to have difficulty with the ‘docamenti’, so my pal took the necessary courses and qualified to be a man of all things drainage.
But would his qualifications be accepted in FR if we find somewhere that needs a new system? This is the EU, after all …
As far as I’m aware you can install your own so that would be fine. For the plans to spanc not sure. There are more houses without fosse than with them! We’ve never owned one!
They have a reputation for being difficult to deal with. The SPANKer that inspected and passed my new one a few years ago certainly lived up to that reputation.
Yes,i wouldn,t be surprised,but as they are the ones who instructed the local water company to come and inspect everyone,s fosse,and then sent a letter saying you need a new fosse with no help or advice on where to start,i thought i would contact them first.

Determined (naively) to have an open mind, I was prepared to give SPANC the benefit of the doubt when starting the process of replacing a non conforming fosse… Unfortunately they couldn’t have been more incompetent if they tried.
The same SPANKER:
1 formally agreed our plans to replace said fosse (following a previous inspection) whilst simultaneously issuing a control visit to inspect the fosse that was to be removed in the following days
2. Managed to “lose” three times detailed emails we’d sent her answering her questions, whilst then replying to us with the email headers we’d sent her
3. Was unable to answer a single technical query, which she referred to Veolia as their sub contractor technical specialists
4. Veolia likewise proved unable to answer a single technical query and asked us to raise them with the consultant we’d hired to do the drainage survey.
5. Anyone obliged to involve SPANC needs to be fully prepared for classic bureaucracy - but you never know, you might be pleasantly surprised and find somebody helpful. They must exist, even within SPANC.
I started out with an open mind too. But as we all know institutional incompetence generally starts at the top and flows down (pun intended), so I wouldn’t bet on the above. It’s not really an area anybody competent or ambitious would be attracted to, is it?
My guy was competent enough, after we had our first blazing row. I nearly threw him off the site. The guys building the fosse loved it He was afraid of me after that and the next visit and certification went well. At least I’ll never have to deal with them again.
They do exist… but not in every office. Over the years I’ve helped quite a few non-french speakers with their Fosse/Spanc situations/battles… in my own area and further afield.
I’ve found it helpful to be able to “casually mention” a mutual-acquaintance (or someone they’ll certainly be aware of), especially if that person is in authority…
but I’ve only used such tactics if the Spanc person is (in my view) being negative.
Perhaps it depends on how one presents things and/or perhaps Spanc are just thinking that everyone is trying to avoid the Rules… who knows
