Why am I not surprised.
I have a bit of sympathy for them. Retrospective quarantine has the smack of unfairness - even if it is for good reasons - and the Swiss could have done better. For example, offering a test to every new arrival: positive test means quarantine.
From the article I read in German, they were advised to get a free test from the local authorities.
